Background and National Assessment Policy

 PISA results prove that students' learning abilities in primary and secondary education are inadequate. In 2018, around 70% of students had reading literacy competencies below the minimum. Similar to math and science skills, 71% of students are below the minimum competency for math and 60% of students are below the minimum competency for science skills. Indonesia's PISA score has been stagnant in the last 10-15 years. This condition causes Indonesia to be one of the countries that is consistent with the lowest ranking of PISA results. In response to these conditions, assessment reform is needed to encourage the improvement of the quality of learning. Mapping the quality of education as a whole is needed. For this reason, in 2021, the National Assessment (AN) will be officially implemented by the Ministry of Education and Culture and the National Examination (UN) will no longer be enforced. This policy is determined based on the results of coordination between the Ministry of Education and Culture with a number of related agencies and institutions.

In this case, AN is applied to evaluate the performance and quality of the education system. Later, the results of the National Assessment will not have any consequences on the achievement of the student learning process but provide feedback for follow-up learning and student competencies.
